Pre-committee readiness check

A shorter pass focused on whether the packet will survive the first committee reading without return.

For packets already near final form, we run a readiness check aimed at the first committee sitting: incomplete attachments, unexplained single-source justifications, and signature gaps that typically send a file back to the requester.

You receive a pass / conditional / not-ready judgement and a short checklist. Ideal when the meeting date is fixed and rewriting the whole case is no longer an option.
